As elections are administered on the county level, what is the role of local government in preventing voter suppression, expanding voter access, and keeping our elections safe and secure?
I think that our county does a great job of running our electoral process and is transparent with voting options, access and security.

I think that our law enforcement agencies have done an admirable job of maintaining who are we are and what we believe in to serve and protect our community.

We try to provide as much support as possible for our colleagues in the school district/education to continue to maintain their professional standards to give our students the best change to succeed.

As a city we have made inroads to invest in those things, during my current time on commission. I was a part of the commission that approved incentives for the Community Children’s Center, as a community we worked to create the housing/houselessness plan “A Place for Everyone” which provides a framework to assist/keep folks in housing throughout the housing continuum; and we are working on an Affordable Housing Incentives policy as well as other supportive measures to assist folks in maintaining affordability.

It is my hope that a lot of policies that are similar to ones that have here can be made available for other communities to use as they deem possible. I see that our state executive branch is pushing those type of measures that encourage economic development, affordable/workforce housing, child care and assistance for youth, and other measures to provide a greater quality of life encouraging folks to stay and build their families but are finding resistance from folks in the other branch of government. We need find ways past roadblocks.

Jamie Shew, the County Clerk, is the best in the business, so safety and security in voting, in my opinion, is at its highest level. As for the City, they can ensure any and all services needed to provide access, safety, and security are of utmost priority on Election Day.

I would expect local governments to abide by the law, which means only if there is a warrant to detain someone, but this is a national function, not a local one.

None, the school is its own autonomous organization, and local government in Kansas has no authority. I believe strongly in free speech, and will do everything in my power to uphold it.

If core services, like infrastructure, police and fire, are managed effectively and efficiently, then additional funding can go towards social services. But core services need to be managed first, as everyone needs access to these.

For Lawrence, in particular, people are likely leaving for both higher paying jobs and more affordable housing. I would support the economic development that would help decrease those two issues being a roadblock.

We should make sure that the City and County coordinate on available precinct voting space, and to ensure the safety of poll workers and ballots. One area that we are lacking is on the overall turnout in off-election years. I do believe that Lawrence should make more of a marketing campaign around voting so we can drive the number higher than the 25% that it is usually is in these off-year elections.

Our local sheriff came out earlier this year saying that we will follow the law, and that his deputies were not here to do the bidding of the federal government. I believe this is the right statement to reinforce that we believe people should be afforded due process under the law and guaranteed Fourth and Fifth Amendment rights.

In a joint forum, the City Commission candidates and the School Board candidates agreed to restart joint meetings with our organizations. As a City Commissioner this type of engagement could allow us to directly work with our School Board peers if community members thought that censorship was creeping into our local schools.

Local government should make sure that housing affordability is available to residents who want to put down roots and invest in the community. This questions has been one of the main planks of my campaign. Right now, the average price of a home in Lawrence is 100k outside of the affordable range. I have proposed modular, off-site built homes which are 30-40% cheaper. I have also brought together a team of individuals who are exploring this very concept within the city boundaries. This would create 100 new single-family homes - double the number of single-family homes built last year, and five times the number that have been built this year.

Lack of economic opportunity. I have proposed a redefined City position that would work in the larger Kansas City and Midwest region for business that want to relocate to Lawrence. Overall, we need to make sure that we are giving our residents and children the career opportunities that they are only now able to achieve by traveling to Topeka, Johnson County, or, unfortunately, out of the region entirely.

While there is not a formal role for city government, I believe all elected officials have an obligation to use our platforms to speak out to oppose any actions that threaten our elections or democracy

While there is not a formal role for city government, I believe all elected officials have an obligation to use our platforms to speak out to oppose any attacks on our constitutional right to free expression.

Overland Park has traditionally not considered this to be the role of our city, and I do think that other levels of government are better suited to offer safety net services. However, if other levels of government are unable or unwilling to address such challenges, I think the City should consider intervening. We have dipped our toes in the water by requiring some units be reserved for attainable housing in an apartment that was receiving city incentives and by changing a restriction related to in-home daycares. I also think we should do more to ensure the availability of affordable and missing middle housing, through updating our zoning laws, guidelines for developers, and legislative advocacy. I intend to work toward having a childcare facility available in our new city hall.

Overland Park is growing. We remain a desirable community for all ages because we continue to invest in our foundation — strong schools, safe neighborhoods, and high-quality city services — while also prioritizing being a welcoming community and evolving to offer the kind of vibrancy and opportunity that younger residents are looking for.
We’re creating more gathering places, increasing housing options, and attracting and retaining well-paying jobs. Our choices and investments make Overland Park a place where young people want to stay, and they offer a roadmap for how Kansas can make every community more appealing to the next generation. -

Local governments need to focus on policies and practices devoted to equitable access, language translation and other voter accommodations, full transparency about how they maintain voter lists, the removal of barriers to voter registration efforts, and working with law enforcement to aggressively address acts of voter intimidation. We need to make it easier, not harder, to participate in elections and to vote. Mail-in voting and early voting options must be maintained.

Local governments do not have an obligation to assist the federal government, including ICE, in enforcing immigration law. I do not support the use of local resources to enforce federal immigration laws or ICE detentions, nor do I support 287(g) agreements between law enforcement officers and ICE that give immigration enforcement authority to local law enforcement officers.

Local governments, especially school boards, must adopt clear policies on library book collections and acquisition practices and curriculum development guidelines that safeguard free speech and avoid partisanship. Governments must stand firm against censorship and support the open exchange of ideas and encourage civil debate and discourse.

Local governments play a critical role in ensuring the basic needs of the community are met, especially for vulnerable populations. Local governments serve an important fiduciary function as “pass through” entities for federal and state funding for social safety net programs administered by local nonprofit groups. Many also provide direct services, like housing supports and health clinics for under/un-insured people. Providing and supporting local social safety net services is also a moral obligation for local governments given the history of redlining and policies that actively disinvested in certain neighborhoods.

I was one of those young people who left Kansas immediately after high school graduation and swore I’d never come back. I returned 25 years later after my mother died and I became a caregiver for my father. My reasons for leaving included a desire to travel and see more of the world. I felt stifled by suburbia and wanted to experience new cultures and ideas. To make Kansas more attractive to young people, our larger cities need to address housing affordability and also diversify housing options - many young people do not want to own a single-family home and would prefer other options like villas, brownstones, and condos. We need a multimodal transportation system that makes walking, biking, and transit easy and safe options to get around. In more rural areas, expanding and improving broadband is critical. Kansas also needs to prioritize policies that promote and value diversity and inclusion.

I fully support early, absentee, mail and other ways to make voting more accessible. While the City doesn't manage elections, I support the work of our local elections officials in Johnson County who keep our voting safe and accessible.

As a Latino, husband to an immigrant and grandchild of immigrants I strongly believe Overland Park must remain welcoming to all or residents and visitors.

I don't believe in banning books and support our local Library.

Overland Park can play a role in helping our residents. I support the continuation of the property tax assistance program and am open to learning of other ways helping and partnering with neighboring cities, the County and State. Regarding housing we need to convene our builders, landowners, utilities, City, State, County and other players in the housing ecosystem. By working together I think we can find solutions to help increase the missing-middle housing Overland Park needs.

I think it is OK for young people to leave and gain experiences in the broader world, this expands perspective and provides invaluable knowledge. What I want is for those young people to come back to Kansas when the time is right to raise their families, build their businesses lives. Kansas is better off with experienced people collaborating and contributing to our communities. By working to make Overland Park a safe, welcoming and prosperous community gives these young people a strong reason to come back home.

Local government plays an important role in the election process, from ensuring that polling sites are accessible and convenient for all residents, to hosting public events where voters can learn about the candidates, to refining voter registration procedures so that every voice can be heard. Another key responsibility is preparing for potential disruptions, such as severe weather or power outages, to ensure that elections proceed smoothly and securely. Finally, local government is essential in providing well-trained poll workers and law enforcement officers who are committed to keeping elections fair, safe, and accessible for everyone.

It is not local government’s roll to enforce federal immigration laws, we are primarily responsible for community services and public safety. As a city it is our responsibility to ensure humane treatment of our residents both in and out of detention. We should protect our resources from use by federal immigration duties, while also cooperating when it is the best interest of our city’s safety and that of our residents.

Local governments can support transparency and collaboration by encouraging open dialogue among parents, teachers, and school boards about curriculum choices

Overland Park plays a local role in the safety net by shaping land use and partnering with nonprofits and the county. At the city level, we can zone and plan for more attainable housing, streamline approvals for townhomes and senior options, and invest into local nonprofits that serve low- and moderate-income residents. We can also sustain public-safety partnerships like mental-health co-responders so police have the right help on crisis calls. Many direct services—utility, food, and rental assistance—are county-run in Johnson County, and child-care licensing is handled by the State (KDHE). The city’s job is to coordinate and amplify: support county programs, remove red tape for quality child-care centers, and communicate clearly to taxpayers what their dollars fund.

Even though elections are administered at the county level, local government has a vital role to play in making sure every resident can participate freely and fairly. At the city level, we can help prevent voter suppression by ensuring polling places are accessible, welcoming, and free from intimidation. We can expand voter access by using city communication channels to share accurate election information, by supporting transportation options to polling locations, and by ensuring public facilities—like libraries and community centers—are available as voting sites!

The role of local government is to make sure our city is welcoming, inclusive, and safe for everyone who lives here. That means prioritizing community safety, access to services, and building trust with immigrant families. Local law enforcement in particular should concentrate on preventing crime and protecting residents—not on acting as an extension of ICE. When local police are seen as immigration enforcers, many residents become afraid to report crimes, cooperate in investigations, or seek help in emergencies. That makes the whole community less safe.

Local government is often the closest level of government to residents, which means it plays a critical role in strengthening the social safety net. Most importantly, local government can act as a connector—bringing together county, state, federal, and nonprofit resources—so that families have real access to the support systems that help them thrive.

Many young people leave Kansas because they feel limited in opportunities, whether that’s competitive jobs, affordable housing, reliable public transit, or cultural and social amenities that make a community vibrant. Some also cite concerns about inclusivity, access to quality education, and whether the state invests in the kinds of innovation and industries that drive the future economy!
To make Kansas a place where young people want to stay, I would support policies that expand affordable housing options, encourage small business growth and entrepreneurship, and invest in infrastructure like transit and broadband that connect people to opportunity. I would also prioritize policies that keep our communities welcoming and inclusive, supporting diversity, protecting rights, and ensuring that everyone feels they belong here. Finally, strengthening partnerships between schools, universities, and local businesses to build career pipelines will give young Kansans a reason to build their futures right here at home! -

While elections are administered by the county, city government has a role in ensuring every eligible voter has the opportunity and confidence to participate. Local government should be a partner in promoting civic engagement, encouraging voter education, and removing barriers that make participation more difficult. As Mayor, I will work to ensure voters know where to get clear, timely, and accessible information about elections. The city can also make it easier for residents to access polling places by ensuring public facilities, sidewalks, and transportation systems support voter access — particularly for seniors, people with disabilities, and those without reliable transportation.

The role of the Topeka Police Department is to uphold the law, protect residents, and work alongside the community to build safety and trust. While the city and its department have no oversight authority over federal agencies operating within Topeka, they also do not obstruct their activities. The department’s focus remains on its core mission — providing effective local law enforcement and community protection with the resources and staff available. Anyone who commits a crime in Topeka, regardless of background, will be subject to the same laws and due process under those laws.

While much of the control over curriculum and instructional materials rests with local and state school boards, city government plays a role in supporting broader principles of free speech and open dialogue within the community. Our responsibility is to foster an environment that values critical thinking, diverse perspectives, and civil discussion. This means ensuring public spaces—libraries, community centers, and forums, city meetings —remain places where ideas can be shared freely and respectfully, without fear of censorship or retaliation. I trust our educators and librarians to use their professional judgment in helping students engage with challenging material and learn to think for themselves. Government should not be in the business of banning books or limiting access to information. As Mayor, I will champion transparency, inclusivity, and open dialogue — values that strengthen education and democracy. Protecting free speech isn’t just a school issue; it’s a community issue.

While the city cannot — and should not — take on every challenge alone, it can be a key partner in connecting people to resources, coordinating efforts, and ensuring programs are efficient and effective. As Mayor, I believe the city’s role is to work collaboratively with nonprofit organizations, faith-based groups, private partners, and other levels of government to expand access to affordable housing, quality childcare, food security, and utility assistance. These partnerships help stretch taxpayer dollars further and build sustainable solutions instead of short-term fixes.

While Topeka isn’t viewed as a “college town,” Washburn University’s more than 5,000 students represent a tremendous opportunity for our city’s future. The key is finding ways to retain that talent once they graduate. We must also connect high school students to local opportunities that align with their interests — showing them Topeka is a place where they can build careers and lives. Too often, young people leave because they believe better opportunities for career advancement, affordable housing, and quality of life exist elsewhere. They’re looking for vibrant communities with strong culture, accessible amenities, and clear pathways to success. One of my initiatives, outlined at www.duncanfortopeka.com, creates an Advisory Group of young residents who would meet regularly and report directly to the Mayor. Their input will help shape policies and programs that make Topeka a city where young people want to live, work, and stay.

We have to serve, and serve well...meaning professionally, responsibly, respectfully and thoroughly. We need to do our homework and help our voters understand issues. Correspondingly, we need to keep our campaigns straightforward and honest. People need to trust that their participation is worth it to participate at all.

Local government needs to be consistent and clear about its support for free speech. Where there is a need to enact policy, that policy should reflect that commitment.

The best role of local government is to be a great partner but not try to be the leader - get out of the way and let the community take care of these arenas. We have wonderful nonprofits, faith-based groups, grass roots groups, individuals and networks who personally and through their businesses contribute money and time to both delivering needed services and helping connect individuals in need to them. In Topeka we (the City) contribute modest amounts to a variety of services to help with their base for core funding, we contract out most of the federal money that comes to us, we manage setting up the development deals that involve different mixes of government private effort, and and we do directly run some rehab programs with higher level government money that comes to the city. Local government does need to be excellent at referring people in to needed resources. I am comfortable with that balance.

Personally, I believe that every young person should get out of town, at least for a summer and for a year. The experience provides invaluable perspective....including appreciating what we have! To keep and attract our young people, we need to be a place where all are welcome, and where people of all ages, family compositions and stations in life can find work, places and people that suit their interests and needs. We actually have most of those here, and have particularly been developing job opportunities, community engagement opportunities, arts and culture and outdoor activities. Right now, our top policy and program priorities for Topeka need to be to stay the course with our core services, work hard on redevelopment and housing options, watch our budget, and keep supporting both community engagement and our arts and culture and leisure opportunities.

City government's role is very limited. I believe that city buses should be free on election days. Although it isn't a decision by the city, I also believe that Shawnee County should have multiple voting locations during early voting.

As a Councilmember, I would advocate for clear policies limiting ICE collaboration unless legally required, transparency in jail detention procedures, including public reporting, and community centered policing so residents feel safe reporting crime regardless of immigration status. Local government is not obligated to act as an arm of federal immigration enforcement. In fact, non-cooperation can strengthen public safety and build trust among immigration communities. I believe Topeka should lead with commitment to civil rights, integrity and transparency.

Voter suppression: I am blessed to live in Kansas. I don't hear or see anything in Topeka that would lead me to believe there is any suppression. Voter Access: there are several groups working to register voters. The Topeka Shawnee County Public Library has voter registration table taking applications currently. 411 is working to get more potential voters registered. The Shawnee County Sheriffs and Topeka Police Department will be visiting all polling places on election day . They will also be at the Shawnee County Election Office during the early voting days. I value sale and secure elections support TPD in their efforts to protect voters and their ballots.

I don't agree with the tactics ICE has used to detain citizens and immigrants. So far the City of Topeka has not had to take any actions. ICE seems to be predominant in larger cities. i may be naive on this but I do not like what i have seen on tv at all. There is not any fairness in who arrest or what they do. All the detainees should be treated fairly and with some respect.

City council supports all of the social safety nets in various ways. Affordable housing is very important to our community. We support the Affordable Housing Trust Fund with tax dollars. We also have approved housing developments through planning, permitting and the RHID process. Our housing department receives grants and funding from the Federal and State governments. Housing administers several programs which subsidize housing for LMI citizens. The City also has a utility assistance fund for water, storm and sanitary sewer. There is also a property tax rebate program for homeowners who qualify. Childcare and food programs are supported through our Social Services funds.

Young people leave for a variety of reasons including job opportunities or a chance/desire to live somewhere else. Some jobs are only available in other parts of the country like working at Disney World or Silicon Valley or a marine biologist needs to live near the oceans. In those situations there is nothing to be done. For those young people it may be a case of them finding out what the rest of the country is like. They may still come home to raise a family or start a business after they have some experience. We have to create a welcoming job environment and promote our assets: lowering taxes, houses of all price ranges, clean air, safe water, reliable energy, space to move, more entertainment. For example, my nephew and his wife are moving back from Seattle after 8 years. They could not find a reasonably priced home where they wanted to start a family. They have moved up in their fields of employment and will be working in KC. They wanted to be closer to family and friends. More work has to be done to improve quality of life but it is happening.

Preventing voter suppression is everyone’s responsibility, whether elected or not. Voting is our right, not a privilege. As an elected official, I would see it as my moral and ethical duty to testify before the state legislature on the impact voter suppression tactics, such as limited poll access, have on constituents, especially those in Wichita District 1. Beyond advocacy at the state level, I believe it is critical to expand polling locations to trusted and accessible community sites, ensuring voting is seamless and not a burden that requires transportation, missing work, or leaving school. One of my proudest accomplishments during my time in higher education was partnering with Root the Power and county officials to bring polling sites to local college campuses, making it easier for students and nearby residents to vote without hassle.

It is also essential that our nation’s, state’s, and city’s histories are accessible and taught in schools, as they help us understand where we have been, what we must not repeat, and how to do better today. Censorship is not the answer. We must create space for diverse thought, philosophy, and ideology while maintaining an ethical and moral standard that teaches respect for the dignity and humanity of every individual, even when we disagree.

As someone who has spent 4.5 years mobilizing leaders to stay in their communities, I can tell you that the challenge lies in both the lack of exposure to opportunities outside Wichita and the limited access to opportunities within the city. When young people realize that challenges exist everywhere, we can help them see that choosing to face those challenges here, where they feel connected and invested, is a meaningful choice. We must also expand middle level management opportunities so individuals do not feel they need to leave to grow their careers. I support policies that promote internships and apprenticeships within the city and state and initiatives that enhance quality of life through riverfront development and social hubs for all ages that build civic pride. By partnering with the Kansas Board of Regents, we can connect college students to local jobs and guide others toward trade and technical programs.

As a municipality, we have limited ability to impact election laws. However, that doesn't stop us from advocating for policies that allow every legal vote to be counted, such as ballot drop boxes, mail voting, and increased access to the polls. This is an issue I have been working on since before my time on Council, and whether you are aligned with me politically or not, I want true democracy in our Country.

History should be taught in as honest a form as possible, and whitewashing history simply makes the possibility of recurrence more likely.

Local government has a number of issues fall onto our lap that falls through the cracks of larger government organizations, and we are increasingly being asked to do more with less. Affordable housing is one issue that is adversely impacting our community right now, many people's rent and mortgages are going up faster than their income, social security payments, or disability payments, putting the squeeze on most. It is our job to work with the private sector to increase the number of housing units being built, and emphasize government programs designed to help with developments centered around affordable housing requirements. I also support the development of an affordable housing fund.

I think our geography hurts us, its natural to want to explore the country and world at such a young age. We can, and should, always look at increasing amenities such as Old Town and entertainment districts, and refocus our community on shared spaces where you can meet people face to face, an area which I think we've neglected over the past few years to our detriment. I believe our draw is more for people who want to settle down and start a family. We have well paying jobs that are accessible for working class families, and while costs are rising, we still have one of the lowest cost of living metrics in the country for a city our size. I think diversifying our economy to include green job manufacturing and tech jobs is an area more young people are interested in starting their careers. It's true we are losing our youth at a rate that is concerning, but we also have a high number of boomerangers who return back to Wichita after exploring due to our quality of life opportunities here.

Many young people leave Kansas because they feel there are limited opportunities—whether in good-paying jobs, affordable housing, or vibrant cultural and social spaces. Too often, our policies don’t prioritize the things that make young people want to build a future here.
To keep talent in Kansas, we must invest in affordable housing, expand access to childcare, and ensure wages keep pace with the cost of living. We should also strengthen partnerships with local colleges, trade schools, and employers to create clear career pathways. Beyond jobs, young people want communities that feel inclusive, connected, and forward-looking. That means supporting public transit, green spaces, arts, and small business development.
If we make Kansas a place where people can earn a living, afford a home, and feel part of a thriving community, young people will not just stay—they will lead.

Every student needs and deserves a safe place to learn. School safety is one of my top priorities. If students and also teachers do not feel safe or comfortable in a classroom then they will not perform to the best of their abilities.

Free speech is a right that every individual has in our country. It is important to listen to both sides of the aisle. If a book or topic is being discussed but you do not agree with the topic. That is your right also.

The school board needs to have a strict guidelines for safety for everyone that walks in our schools. We also need to make sure everyone feels welcomed in our wonderful school district. The school board comes up with the guidelines and the staff members enforce the rules.

First off we need to make sure potential teachers know how great Garden City is. Garden city has a lot to offer with jobs for spouses and a lot of activities for their kids if they have kids. We should be proud of our town and show people why we are proud. As a school board member I would make sure we always have the teachers best interests in mind such as further training and education. I would make it a point to go to every school and sit in their classrooms to observe how they are teaching. The school board should always make a point to help the teachers as much as possible.

Job opportunities and taxes are two of the big reasons people leave Kansas. The great thing about Garden City is that we do have several job opportunities in our community. I will always stand for lowering taxes for everyone.

The school board should set out a policy to be followed by all schools in the district that adheres to FERPA guidelines and enforce them for all families and individuals enrolled. They should also publish and train district staff on an action plan for schools to follow should issues arise with immigration authorities to ensure minimal disruption to staff and students and protect the right to due process for all individuals, including establishing identification of authorities, verification of a warrant, etc. I would be in favor of establishing USD 457 as a "School Safe Zone District" per NEA guidelines.

School boards should strive to protect intellectual freedom in schools by establishing and following policy based on the Library Bill of Rights as published by the American Library Association. They should also establish channels that can be utilized by individuals whose rights have been infringed.

The school board should establish and enforce policies that acknowledge and protect diverse identities on every level. They should strive to include diverse voices in policy-making to ensure that decisions take into account all constituents. I also fully support implementing Restorative Practices at all levels within the district. Restorative Practices, stemming from Restorative Justice, focus on preemptive prevention of conflict via the establishment of norms and expectations for behavior and conflict resolution. When those norms are breached, the perpetrator is required to reflect on how their actions have harmed others and how they can make amends. Successful use of Restorative Practices does require training of all staff members and must be implemented correctly so it does not become permissive and lax. The district should also partner with community organizations to ameliorate sources of conflict outside the classroom arising from poverty and instability.

First, competitive pay and benefits are a must. No matter how passionate, teachers can't live on their "why" alone, no matter how much we remind teachers to remember their "why." Beyond pay and benefits, student teaching stipends, loan repayment, and housing and childcare benefits should be offered. We also need to ensure that we provide them with the adequate support to do their jobs. Paras and additional support staff need to be equally compensated and trained in best practices. New teachers should receive a minimum of two years of mentoring from experienced teachers and instructional coaches with an emphasis on classroom management and pedagogical best practices. Teachers should be involved in decision making, with their voices given priority when it comes to policies that will directly impact them in the classroom.

I believe many young people leave Kansas in search of opportunities that are non-existent here. Entertainment opportunities and the arts in addition to job opportunities can be scarce. The school district should be partnering with local businesses and organizations to promote and connect constituents with jobs and resources in the community while encouraging entrepreneurial endeavors within the community.

It is the role of our school boards to focus on broad policies that accommodate every community member, not a select group. Policies should be there for safety guidelines but not to restrict diversity of thought, culture, or other personal situations.

Policies created by and the public positioning of boards should never single out a particular group. Following civil protections is key to allowing students to have reduced stress and improved learning while under the care of the school districts.

Respect, compensation, and pleasant working environments. Us vs. Them mentalities tend to lead to mass exoduses in any working environment. Everything should be looked at as a team endeavor. We need to balance quality assurance while avoiding micromanaging. I am a big fan of "if it ain't broke, don't fix it." Look into curricula but if we are seeing adequate outcomes we don't need to be constantly tweaking the way staff create their curricula. This just leads to early burnout.

Positive and inclusive culture. Focus on policies that include all and don't make children grow into adults that feel excluded. Focus on opportunities of diverse programs. Look beyond testing scores to a variety of programs that increase learning opportunities and community involvement.
